FY2026 CoC Program Application Information

The U.S. Department of Housing and Urban Development (HUD) released a Notice of Funding Opportunity (NOFO) for the FY2026 Continuum of Care (CoC) Program on June 1, 2026. Interested new and renewal applicants should reference the materials and instructions below.

The NC BoS CoC has multiple submission deadlines in our local competition. The CoC will use timely submission of materials as a factor in determining whether your application will be considered for funding and where it will be ranked on our CoC’s Priority Listing. The NC BoS CoC does not intend to grant any extensions unless directed by HUD.

FY2026 CoC Program Notice of Funding Opportunity (NOFO)

On June 1, 2026, HUD released the FY2026 CoC Program Notice of Funding Opportunity (NOFO) on grants.gov. It is highly important that all new and renewal applicants read the NOFO, as there are many changes from previous competitions.

The NOFO provides vital information about this year’s competition, detailing CoC and Project Applicant responsibilities, project eligibility thresholds, project quality thresholds, and the types of projects eligible for funding. All new and renewal applicants should be familiar with the NOFO prior to beginning any applications in e-snaps or ZoomGrants.

Scorecards

The following FY2026 CoC Program New and Renewal Project Scorecards were created by the Scorecard Committee and will be utilized to assign a numerical score to each project application. This score is influential to your project’s ranking on our Priority Listing, as
determined by the Project Review Committee. All applicants should be familiar with the thresholds, standards, and point value components of the scorecards.

Funding Priorities

The FY2026 CoC Program Competition Funding Priorities were developed by the Funding & Performance Subcommittee and foundational in the development of our scorecards. The attached version below has data tables that are still in development—a final version will be updated here before the Project Review Committee creates our Priority Listing.

FY2026 CoC Program Application Process - New Projects

Pre-Competition Webinar  

NCCEH staff hosted a Kickoff Webinar for interested new applicants with important information about our local competition and anticipated details of the FY2026 CoC Program Competition.  This webinar should not be a substitute for thoroughly reading the NOFO. 

Office Hour Post-NAEH Webinar

NCCEH staff will host an office hour directly following the NAEH NOFO Review Webinar for applicants to ask BoS-specific questions and to elevate any questions that remain unanswered. The NAEH webinar is scheduled on Wednesday, June 10 from 1:30 – 3 PM, and you can register here.
The NC BoS CoC Office Hour will start at 3 PM. These webinar should not be a substitute for thoroughly reading the NOFO.
 

Mandatory – Intent to Apply for a New Project  

To apply for a new project in the FY2026 CoC Program Competition, agencies must submit an Intent to Apply form. Intent to Apply forms must be submitted no later than Wednesday, June 17 at 5pm. No new project applications will be accepted from agencies without an Intent to Apply form submission. 

NCCEH staff will follow up with agencies who submit an Intent to Apply in regard to approval, approval with required changes, or rejection of the Intent to Apply. Intents will only be rejected if they are submitted by an ineligible applicant or for an ineligible project type. Approved new applicants will receive a link to ZoomGrants to complete their local application (official application will still be completed in e-snaps). 

New Project Instructions and Checklist  

After an Intent to Apply is approved, applicants will start on their official project application in e-snaps and their local project application in ZoomGrants. The New Project Instructions and Checklist are designed to walk applicants through this process and bring clarity to deadlines.  

E-snaps Resources 

E-snaps is the official electronic CoC Program application and grants management system used by HUD in the CoC Program Competition. All new applicants will need to follow the instructions below to complete an official project application in e-snaps.

ESG PROGRAM INFORMATION

ESG Program Overview

The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act, including major revisions to the Emergency Shelter Grants program, now the Emergency Solutions Grants (ESG) program.

The NC Department of Health and Human Services (NC DHHS) administers non-entitlement ESG Program funds in North Carolina. More information about the ESG Program is available on the NC DHHS website.

 

ESG Program Annual Competition

The Emergency Solutions Grant (ESG) Program competitive application cycle occurs on an annual basis. ESG Program funding is administered by the State and is overseen by the NC ESG Office in the NC DHHS Division of Aging and Adult Services.

The ESG Program application includes two parts: a Regional Application completed by NC Balance of State Continuum of Care (NC BoS CoC) staff and a Project Application completed by each agency seeking funding.

There are three steps to the Project Application process:

Step 1: Mandatory Intent to Apply or Intent to Review Form Submission to NCCEH. Agencies that meet eligibility can proceed. This Intent process will open Friday, May 22, 2026, and will close on Monday, June 15, 2026, at 5 PM. 

Step 2: ESG Project Application Submission to NCCEH. Deadline is  5 PM on Monday, July 13, 2026.

Step 3: ESG Project Application Submission to the NC ESG Office. Deadline is 5 PM on Monday, August 24, 2026. Only applicants approved by the CoC’s Governing Board are to be submitted to the NC ESG Office for their review and final approval.

CY2027 NC BoS CoC ESG Program Funding Priorities

The Calendar Year 2027 ESG Program Funding Priorities were approved by the NC BoS CoC Governing Board on March 3, 2026.

CY2027 ESG Program Annual Competition - Starts May 21, 2026

On June 9, 2026, the NC ESG Office at North Carolina Department of Health and Human Services (NC DHHS) anticipates releasing a grant opportunity for non-profit agencies and units of local government to provide services to assist individuals and families experiencing homelessness and those at risk of becoming homeless.

This Request for Applications (RFA) will be for the Calendar Year 2027 ESG Program annual allocation for agencies providing eligible activities, including Street Outreach, Emergency Shelter, Rapid Rehousing, Homelessness Prevention, and Homeless Management Information System (HMIS)/Comparable Database (for victim service provider) services for any of the 4 previously mentioned project types.

Agencies applying for NC ESG Program funding for services to be provided in any of the 79 counties within the North Carolina Balance of State Continuum of Care (NC BoS CoC) must follow the instructions linked below.

STEP 1: Mandatory Intent Process

DEADLINE: Monday, June 15, 2026, by 5 PM

All intent forms are due by 5 PM on Monday, June 15th. Agencies that do not submit an Intent to Apply or Intent to Return form by this deadline will not be able to submit an ESG project application in this year’s competition.

  • During this office hour, NC BoS CoC at NCCEH staff will be available to agencies who want to ask questions about this new mandatory Intent to Apply/Intent to Renew process.

2024 Day 1 Families Fund

In 2020, NCCEH was awarded a $1.25 million, 5-year grant from the Bezos Day 1 Families Fund. The agency has sub-granted funds to providers in the NC BoS CoC to serve families with children facing homelessness to help them regain stable housing through diversion and rapid rehousing. NCCEH is shifting directions in 2024 to fund NC BoS Regional Committees. The RFP timeline and additional resources can be found below.
