CoC Program Application Information

The U.S. Department of Housing and Urban Development (HUD) releases a Notice of Funding Opportunity (NOFO) for the Continuum of Care (CoC) Program.

The FY2026 NOFO is projected to release on May 29, 2026. More information to come. 

The NOFO provides vital information about this year’s competition, detailing CoC and Project Applicant responsibilities, project eligibility thresholds, project quality thresholds, and the types of projects eligible for funding. All new and renewal applicants should be familiar with the NOFO prior to beginning any applications in e-snaps, the electronic CoC Program Application, and the grants management system.

**Project Application from e-snaps must be exported and included in this submission. Do not submit your Project Application in e-snaps until NCCEH gives you the notice to do so. NCCEH will be reviewing Project Applications submitted on the 15th for necessary corrections.

NCCEH staff hosted a Kickoff Webinar for both new and renewal applicants with important information anticipated from this year’s NOFO.  This webinar explained the CoC Program application process and eligibility requirements, but should not be a substitute for thoroughly reading the NOFO once it is available.

NC BoS CoC will be using ZoomGrants as a project application management tool in the FY2025 CoC Program Competition. This training is for both new and renewal applicants in the NC BoS CoC’s FY2025 CoC Program Competition. ESG PROGRAM INFORMATION

ESG Program Overview

The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act, including major revisions to the Emergency Shelter Grants program, now the Emergency Solutions Grants (ESG) program.

The NC Department of Health and Human Services (NC DHHS) administers non-entitlement ESG Program funds in North Carolina. More information about the ESG Program is available on the NC DHHS website.

ESG Program Annual Competition

The Emergency Solutions Grant (ESG) Program competitive application cycle occurs on an annual basis. ESG Program funding is administered by the State and is overseen by the NC ESG Office in the NC DHHS Division of Aging and Adult Services.

The ESG Program application includes two parts: a Regional Application completed by NC Balance of State Continuum of Care (NC BoS CoC) staff and a Project Application completed by each agency seeking funding.

There are three steps to the Project Application process:

Step 1: Agencies within the NC BoS CoC must submit an Intent to Apply or Intent to Renew Form to the NC BoS CoC at NCCEH. Agencies that meet eligibility can proceed. This Intent process will open Friday, May 22, 2026, and will close on Monday, June 15, 2026, at 5 PM. 

Step 2: Project Applications to the NC BoS CoC at NCCEH for review by the Project Review Committee and approval by the Governing BoardApplication Due Date is TBD.  

Step 3: Project Applications approved by the Governing Board are then submitted by applicants to the NC ESG Program Office at NC DHHS for their review and final approval. Application Due Date is TBD.

CY2027 NC BoS CoC ESG Program Funding Priorities

The Calendar Year 2027 ESG Program Funding Priorities were approved by the NC BoS CoC Governing Board on March 3, 2026.

CY2027 ESG Program Annual Competition - Starts May 21, 2026

In 2026, the North Carolina Department of Health and Human Services (NC DHHS) anticipates releasing a grant opportunity for non-profit agencies and units of local government to provide services to assist individuals and families experiencing homelessness and those at risk of becoming homeless. 

This Request for Applications (RFA) will be for the Calendar Year 2027 ESG Program annual allocation for agencies providing eligible activities, including Street Outreach, Emergency Shelter, Rapid Rehousing, Homelessness Prevention, and Homeless Management Information System (HMIS)/Comparable Database (for victim service provider) services for any of the 4 previously mentioned project types. Announcement date is anticipated to be June 9, 2026. 

Agencies applying for NC ESG Program funding for services to be provided in any of the 79 counties within the North Carolina Balance of State Continuum of Care (NC BoS CoC) must follow the instructions linked below.

During this office hour NC BoS CoC at NCCEH staff will be available to agencies who want to ask questions about this new mandatory Intent to Apply/Intent to Return process.

2024 Day 1 Families Fund

In 2020, NCCEH was awarded a $1.25 million, 5-year grant from the Bezos Day 1 Families Fund. The agency has sub-granted funds to providers in the NC BoS CoC to serve families with children facing homelessness to help them regain stable housing through diversion and rapid rehousing. NCCEH is shifting directions in 2024 to fund NC BoS Regional Committees. The RFP timeline and additional resources can be found below.
