UPDATED ON 11/17/2025:
For the FY2025 CoC Program Competition, the NC Balance of State Continuum of Care (NC BoS CoC) will be utilizing a new set of instructions for both new and renewal project applicants. Applicants should thoroughly read the relevant instructions to understand what materials should be submitted and when.
The NC BoS CoC has multiple submission dates for materials in our local competition. The CoC will use the timely submission of materials as a major factor in whether your application will be considered for submission in the final CoC Consolidated Application.
If you have any questions, please ask them early in the process and do not wait close to the submission deadlines. All questions should be directed to bos@ncceh.org. The NC BoS CoC does not intend to grant any extensions during this process.
FY2025 CoC Program Notice of Funding Opportunity (NOFO)
On November 13, 2025, HUD released the FY2025 CoC Program Notice of Funding Opportunity (NOFO) on grants.gov. It is highly important that all new and renewal applicants read the NOFO, as there are many changes from previous competitions. You may also view HUD’s One-Pager here.
FY2025 CoC Program NOFO (available for download through grants.gov)
The NOFO provides vital information about this year’s competition, detailing CoC and Project Applicant responsibilities, project eligibility thresholds, project quality thresholds, and the types of projects eligible for funding. All new and renewal applicants should be familiar with the NOFO prior to beginning any applications in e-snaps, the electronic CoC Program Application, and the grants management system.

ESG Program Annual Competition
The Emergency Solutions Grant (ESG) Program competitive application cycle occurs on an annual basis. ESG Program funding is administered by the State and is overseen by the NC ESG Office in the NC DHHS Division of Aging and Adult Services.
The ESG Program application includes two parts: a Regional Application completed by NC Balance of State Continuum of Care (NC BoS CoC) staff and a Project Application completed by each agency seeking funding.
There are two steps to the application process: First, agencies within the NC BoS CoC must submit Project Applications to the CoC for review by the Project Review Committee and approval by the Steering Committee. Project Applications approved by the Steering Committee are then, as a second step, submitted by applicants to the NC ESG Program Office at NC DHHS for their review and final approval.
This page is for NC Balance of State CoC-specific information. Information about the ESG Program application process with the NC ESG Office at NC DHHS can be found here.
