We encourage all CoC community members to consider joining a subcommittee.
NC BoS CoC Subcommittees
The North Carolina Balance of State Continuum of Care (NC BoS CoC) subcommittees and workgroups are established to execute the strategic work of the CoC. These subcommittees offer CoC general members the opportunity to actively participate in CoC-wide decision-making. The subcommittees review performance measures, assess progress, and discuss best practices. We encourage all CoC community members to consider joining a subcommittee. You can find contact information for each subcommittee below.
Subcommittees
Subcommittees are open to all interested members of the NC Balance of State CoC, with the exception of the Lived Expertise Advisory Council which is specifically for people experiencing or have previously experienced homelessness.
Subcommittee meetings are held at various times throughout the month via conference call and webinar. The meetings are posted on the NCCEH events page as they are scheduled.
Coordinated Entry Council
What They Do
The Coordinated Entry Council (CEC) is a standing committee of the NC BoS CoC Steering Committee to advise and offer technical assistance on issues related to coordinated entry. The CEC is composed of Regional Coordinated Entry Leads and statewide experts.

Funding and Performance Subcommittee
What They Do
The Funding and Performance Subcommittee was formed when the Steering Committee approved the Steering Committee restructuring proposal. This proposal added at-large members to the Steering Committee and made other changes to improve the Steering Committee’s work. The CoC developed the Funding and Performance Subcommittee to help the Steering Committee better understand CoC performance and make recommendations to improve it.
The purpose of this subcommittee is to track CoC performance as a whole throughout the year, to recommend funding priorities, and to increase the CoC’s competitiveness for funding. The subcommittee will set priorities for both CoC (HUD’s Continuum of Care) and ESG (Emergency Solutions Grant) Program funding.

Racial Equity Subcommittee
What They Do
The purpose of the Racial Equity subcommittee is to identify areas in NC Balance of State CoC’s policies that may contribute to racial disparities in access to and services from the homeless system and to recommend changes to them.

Lived Expertise Advisory Council
What They Do
The Lived Expertise Advisory Council (LEAC) formally launched in October 2021 and is specifically for people currently experiencing or have previously experienced homelessness. The LEAC recommends action steps to the NC BoS CoC Steering Committee and service providers to improve CoC policies and best practices based on insights and expertise from experiencing homelessness firsthand. The LEAC meets monthly by Zoom. LEAC members additionally participate in the NC BoS CoC Steering Committee and various subcommittees toward a goal of lived expertise being present in every decision making conversation.
The purpose of the NC BoS Lived Expertise Advisory Council (LEAC) is to improve the provision of services to people experiencing homelessness, and the policies that govern these services, across the NC Balance of State CoC through insights and expertise that come from people experiencing homelessness firsthand.

Veterans Subcommittee
What They Do
The Veterans Subcommittee has designed and implemented a system to address Veteran homelessness in the CoC. Committee membership includes SSVF grantees, VA Medical Center staff, HUD-VASH staff, VISN 6 (the regional VA health care organization), and Regional Committee representatives.
