Coordinated Entry increases efficiency in homeless services by standardizing how people access programs and coordinating referrals. Under the HEARTH Act, HUD requires all CoCs to implement coordinated Entry. The Balance of State CoC is implementing a decentralized coordinated Entry system, with each Regional Committee selecting the model that best fits its resources and community needs.

Obtaining Approval for Changes to Regional Committee Plans

Many changes to CE plans Can be approved at the local Regional Committee level, but some require CEC pre-approval. This document outlines the CoC policy on who can approve changes to CE plans. Download PDF

Housed Consumer Survey: Provide to clients who entered rapid rehousing or permanent supportive housing in the last year.

Regional Committees implementing Coordinated Entry are required to report on outcomes quarterly. Outcomes are due to the Balance of State Coordinated Entry Council (CEC) on April 15th, July 15th, October 15th, and January 15th. Each report should include information pertaining to the previous 3 months.

Each Regional Committee will submit a plan detailing the local coordinated Entry system. Plans are reviewed by NC BoS staff for threshold requirements and then submitted to the Coordinated Entry Council (CEC) for in-depth Entry.
