2025 PIT/HIC Definition of Terms

The Point-in-Time and Housing Inventory Count provides a snapshot of who is experiencing homelessness on a given night and the temporary and permanent housing resources available to meet their needs. This information can be used to plan local homeless assistance systems, tailor programs to meet existing needs, and raise public awareness of homelessness. 

The Point-in-Time (PIT) Count is a one-day, unduplicated count of sheltered and unsheltered homeless individuals and families in the country. The Housing Inventory Count (HIC) is a one-day, unduplicated count of all shelter, transitional housing, and permanent housing resources available exclusively for people experiencing homelessness.

NC Balance of State CoC Unsheltered Point-in-Time (PIT) Count


Beginning in 2021, NC BoS CoC shifted away from a one-night unsheltered Point-In-Time Count (PIT) to a year-round effort of connecting households living unsheltered to the coordinated entry (CE) system. The unsheltered PIT Count is conducted through regional CE systems. Agencies not using HMIS (ES, TH, RRH, PSH Count)

Non-HMIS Participating Agencies dedicated to serving clients experiencing homelessness with services for Emergency Shelter, Transitional Housing, Rapid Re-Housing, or Permanent Supportive Housing will use the Counting Us App to submit client data. Join us for a PIT Count training specifically for non-HMIS projects!

Quick summary of the 2025 PIT/HIC plan for NC BoS CoC: 

Sheltered PIT Count

  • For non-HMIS participating projects, the PIT Count will be conducted using the Counting Us App on the night of the count. Data collected can be entered into the App through February 5, 2025.

Sheltered and Permanent Housing HIC

  • For non-HMIS participating agencies, the HIC data will be collected through follow-up interviews with NCCEH staff in early February (contact bos@ncceh.org for your NCCEH contact).

Victims Service Providers (VSPs), Youth, and HOPWA Providers with Special Populations (ES, TH, RRH, PSH Count)

Victims Service, Youth, and HOPWA Providers work with vulnerable populations and have particular security and privacy concerns. Join us for an opportunity to address the unique circumstances for these providers!

  • 2025 Special Populations PIT training (for NC BoS CoC non-HMIS participating projects)
    • January 16, 2024 from 1 to 2 pm

Counting Us App Tools

Agencies using HMIS (ES, TH, RRH, PSH Count)

Agencies that participate in HMIS will follow a very similar process to review and submit PIT and HIC data as in 2024. NCCEH Data Center staff will pull reports, agency staff will review and correct data, and agency staff will submit finalized reports.
