Rapid Re-Housing Training: Beyond the Basics

NCCEH is partnering with the NC ESG Office and Abt Associates to provide this one-day training on rapid re-housing. National expert Tom Albanese will present on best practices and innovative strategies in implementing rapid re-housing programs.
Audience: Program managers and direct service staff currently operating a rapid re-housing program.
Summary: Rapid re-housing (RRH) is a key intervention to help people who are homeless quickly find, secure, and stabilize in permanent housing. This training is designed for current RRH direct service staff and supervisors and will explore effective RRH assistance strategies for a wide range of people who are homeless, including people with more significant barriers to housing placement and stabilization. As a short-term crisis response, RRH is a challenging practice. Program participants have a wide array of barriers to obtaining and retaining housing. Case managers must be able to assist them to prioritize goals and take effective, realistic action steps. In this training, RRH staff will work through case examples and explore ways to ensure the right assistance is provided at the right time to rapidly re-house people experiencing homelessness.
Training will focus on the following objectives:
- Identifying the common effects of homelessness and how these impact case management approaches;
- Understanding and applying progressive engagement strategies to effectively serve people with low to high/complex housing barriers, including approaches to assessing housing barriers and developing and updating housing plans;
- Troubleshooting disengagement and knowing when to close a case;
- Building diverse, effective, and win-win landlord partnerships.
The training will run from 9:00 to 5:00. Registration will begin at 8:30. Lunch and snacks will be provided.

Tom Albanese is a Senior Associate with Abt Associates and has provided planning, development, and implementation support for housing and homeless programs since 1992. He currently serves as the technical assistance team co-leader for the U.S. Department of Veterans Affairs (VA) Supportive Services for Veterans Families (SSVF) program and previously served as the U.S. Department of Housing and Urban Development’s (HUD) technical assistance team leader for the now concluded Homelessness Prevention and Rapid Re-Housing Program (HPRP). Tom presently provides technical assistance for diverse states and localities concerning homeless system management, rapid re-housing, and homelessness prevention best-practices for HUD. Prior to joining Abt, Tom served as Director of Programs and Planning for the Community Shelter Board (CSB) in Columbus, Ohio, and as Associate Director of a diverse family services agency in Northeast Ohio. Tom is a Licensed Social Worker in the state of Ohio.
