NC Balance of State ESG-CV
On Friday, December 04, 2020, the North Carolina Department of Health and Human Services (NC DHHS) released a grant opportunity for non-profits and local units of government to provide services related to assisting individuals or families experiencing homelessness or at-risk of becoming homeless affected by the COVID-19 pandemic. This is the second opportunity for agencies to apply for Emergency Solutions Grant CARES Act funding.
All agencies applying for NC ESG-CV-2 funding from NC DHHS to serve counties within the North Carolina Balance of State Continuum of Care (NC BoS CoC) must follow the instructions below.
Regional Committees
One Regional Application will be completed by NC BoS CoC staff for the seventy-nine counties. Regional Committees do not need to complete a Regional Application or Budget. Regional Committees will be involved in approving project applications.

Crisis Response Applicants (Street Outreach and Emergency Shelter)
Agencies interested in providing Street Outreach (SO) or Emergency Shelter (ES) must complete either a full Project Application (agencies not currently funded through ESG-CV) or an Additional Funding Request (agencies currently funded through ESG-CV). The NC BoS CoC Steering Committee will approve which projects to include in the Regional Application and Budget that NCCEH staff will submit to NC DHHS.

Back@Home Housing Stability Applicants (Rapid Rehousing and Homelessness Prevention)
Agencies interested in providing Homelessness Prevention (HP) and Rapid Rehousing (RRH) must complete either a full Project Application (agencies not currently funded through ESG-CV) or an Additional Funding Request (agencies currently funded through ESG-CV). The NC BoS CoC Steering Committee will approve which projects to include in the Regional Application and Budget that NCCEH staff will submit to NC DHHS. Note: Unlike in the ESG-CV-1 competition, Housing Stabilization applications must be submitted to and approved by the CoC prior to submission to NC DHHS.

This is the first opportunity for agencies to apply for Emergency Solutions Grant CARES Act funding.
On Wednesday, June 24, 2020, the North Carolina Balance of State (NC BoS CoC) Steering Committee voted to participate in the state’s plan to use Back@Home for Housing Stability Projects.
Regional Committees
One Regional Application and will be completed by NC BoS CoC staff for the seventy-nine counties. Regional Committees do not need to complete a Regional Application or Budget. Regional Committees will be involved in approving project applications.

Agencies interested in providing Homelessness Prevention (HP) and Rapid Rehousing (RRH) services must complete a separate Housing Stability Project Application. The NC BoS CoC will provide support letters to applicants. NC DHHS will determine which agencies are awarded funding.
