Emergency Housing Voucher Program 

On May 5, 2021, the US Department of Housing and Urban Development (HUD) released PIH Notice 2021-15, outlining the Emergency Housing Voucher (EHV) program. The American Rescue Plan Act (ARPA) enables HUD to provide 70,000 housing choice vouchers to local Public Housing Authorities (PHAs) in order to assist individuals and families who are homeless, at-risk of homelessness, fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or were recently homeless or have a high risk of housing instability.


12 PHAs within the NC Balance of State Continuum of Care (BoS CoC) were awarded and accepted a total of 634 EHVs. A Memorandum of Understanding (MOU) was signed between the NC BoS CoC and each PHA administering the EHV program, outlining the following priorities:

1. Households ready to Move On with long-term rental assistance but less intensive case management.

2. Households with longest length of homelessness and where documentation for PSH (chronic homelessness and/or disability) is not able to be obtained.

3. Families and/or individuals on current regional Coordinated Entry (CE) by-name list (BNL) who need long-term rental assistance.
