NC Balance of State CoC ESG Information
The Emergency Solutions Grant (ESG) Program application cycle occurs on an annual basis. The application is administered by the State and is overseen by the NC ESG Office in the NC DHHS Division of Aging and Adult Services.
The ESG Program application includes two parts: a Regional Application completed by NC Balance of State Continuum of Care (NC BoS CoC) staff and a Project Application completed by each agency seeking funding.
First, agencies within the NC BoS CoC must submit Project Applications to the CoC for review by the Project Review Committee and approval by the Steering Committee. Project Applications approved by the Steering Committee are then submitted by the applicants to the NC ESG Office at NC DHHS for their review and final approval to allocate funds.

On June 11, 2024, the North Carolina Department of Health and Human Services (NC DHHS) released a grant opportunity for non-profit agencies and local units of local government to provide services to assist individuals and families experiencing or at risk of homelessness. This is the Calendar Year 2025 ESG Program annual allocation for agencies providing eligible activities for ESG Program funding including Street Outreach, Emergency Shelter, Rapid Rehousing, Homelessness Prevention, and Homeless Management Information System (HMIS) services.
Agencies applying for NC ESG Program funding from NC DHHS for services to be provided in any of the 79 counties within the North Carolina Balance of State Continuum of Care (NC BoS CoC) must follow the instructions linked below.

In this year's competition, NCCEH staff will complete the Regional Application and Regional Budget on the NC Balance of State CoC's behalf. Regional Committees do not need to complete an individual Regional Application for their Regional Committee.
