NC Balance of State CoC Application Information: 2022
The Continuum of Care (CoC) application is released by HUD on an annual basis.
HUD released the FY2022 CoC Notice of Funding Opportunity (NOFO) on August 1, 2022. All instructions and materials for this year's competition have been posted below.
The NC Balance of State CoC is required by HUD to post the full CoC application and project priority listing prior to submission in esnaps. 2022 materials will be posted here as available.
2022 CoC Consolidated Application
The FY2022 CoC Program Notice of Funding Opportunity (NOFO) provides information about this year's competition, detailing CoC and Project Applicant responsibilities, eligibility requirements, and timelines. All renewal and new Project Applicants should thoroughly read this NOFO prior to beginning applications.
NC Balance of State CoC agencies that are interested in applying for new (not renewal) funds in the 2022 CoC competition are asked to fill out the Intent to Apply form. It is mandatory that all agencies wanting to apply for new CoC funding complete an Intent to Apply this year. The deadline to submit the intent to apply will be two weeks after the release of the Notification of Funding Opportunity (NOFO). 2022 Intent to Apply Form
The Funding and Performance Subcommittee has created the 2022 CoC Funding Priorities, and the NC BoS CoC Steering Committee has approved them. You can view the priorities by clicking this link, and you can download them for use in your local competitions.

Determination of Certification with State Consolidated Plan
ALL applicants must complete this form. It is submitted to the State to determine whether projects are consistent with the goals of the State Consolidated Plan. Do not mail these forms to the address at the bottom of the form. All forms will be mailed to NCCEH and then submitted together as one packet by NCCEH staff. Applicants must mail the hard copy of the form to the address below by TBD:

ONLY Applicants from communities with a Local Consolidated Plan
- Any applicant whose agency is located in a jurisdiction that has a local Consolidated Plan must submit a Consolidated Plan Certification (HUD-2991) signed by a representative of the local plan. This certification states that the project’s goals and activities are consistent with the goals of the local Consolidated Plan.
- HUD’s listing of local Consolidated Plans in North Carolina can be viewed on their website.
- Applicants who are not located in an area with a local Con Plan do not need to submit this form.

All CoC applicants must provide a letter or MOU documenting at least 25% of the applied-for amount. We encourage applicants to use the template linked above to ensure that all information required by HUD has been provided.

2022 Grant Inventory Worksheet (GIW)
The GIW lists all projects eligible for renewal in the 2022 application. Agencies may only renew for the budget amounts and unit configurations listed in the GIW.
The Scorecard Committee, composed of representatives from BoS Regional Committees and staffed by NCCEH, meets each year to create the scorecards used for scoring new and renewal project applications. Minutes from the Scorecard Committee meetings will be posted below.

Project Review Committee Materials
